Job Summary
As the MEL lead you will join our dedicated program team as the lead for MEL in India. You will develop, manage, and support Smile Foundation India’s measurement, evaluation, and learning efforts for the adult women’s workforce development program and adolescent girls’ empowerment program. Responsibilities include developing monitoring, evaluation, and learning (MEL) strategy and plans, collecting, analyzing, and presenting data, and providing technical assistance to team members and implementing partners on data management and reporting best practices. This role requires program monitoring and evaluation experience with non-profit programs, preferably in the workforce development or adult education field.
Job Description
- Provide strategic guidance, vision, and management for successful monitoring and evaluation of all
- Design, oversee and provide strategic technical support to the implementation of overarching project-level MEL plan, activities, and supporting systems, working closely with the program team and implementing partners (as relevant) for
- Lead the process of designing and managing a digitally enabled case management system for
- Provide technical assistance, develop and set up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet reporting
- Create logic models and metrics for program work to track progress against the program
- Facilitate and lead MEL technical training, capacity support, and coaching to program team and implementing partners through site visits or remotely as needed.
- Facilitate and lead training and support to program and field teams on the use of data systems and best practices in data collection, reporting, and documenting outcomes and
- Review MEL data regularly with program/project staff to ensure programs are accomplishing objectives and that corrective actions are taken if
- Prepare analytical progress reports (Weekly/Monthly/Quarterly/Annual) for management dashboards and review meetings.
- Lead the quantitative and qualitative research component in the ongoing projects through all
- Share responsibility in performing preliminary research and drafting program materials, such as evaluations, case studies, best practices, research documents, tools, white papers, newsletters, and curricula.
- Lead on communication results, disseminate learnings through technical reports, publications, briefs, blogs, website content, and other social media on program evidence, through presentations and publications for internal & external
Experience & Skills
- Bachelor’s or master’s (preferred) in economics, data science, statistics, engineering, public policy, or other relevant social
- A minimum of 10 years of experience in private sector enterprise; including proven success in designing, implementing, and operating program MEL systems from program initiation to
- Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis
- Experienced in exercising judgment and initiative to set priorities and monitor workflow within the area of
- Capacity to synthesize monitoring data into the effective presentation of results to help guide recommendations on performance
- Experience in designing, managing, and implementing multi-disciplinary and results-based
- Academic knowledge of and direct field experience with social sector programming
- Successful experience of contracting specialised individuals/ agencies in outsourcing technical MEL assignments including but not limited to, developing ICT enabled reporting platforms; scientifically developed assessments evaluation; data quality
- High level of IT literacy, with a minimum of 5 years’ experience in providing complex technical support and
- Experience in development and/or use of data management software like CSPro, Survey CTO, ODK, Epi info, STATA, or
- Research experience and knowledge of experimental and quasi-experimental methods applied in impact
- Excellent cross-cultural skills and diplomacy, and a reputation for being a strategic thinker, innovator, networker, and pragmatic problem-solver.
